It serves most of the greater Indianapolis area, including all or part of Boone, Hamilton, Hancock, Hendricks, Johnson, Madison, Marion, Morgan, and Shelby counties. The area code overlay method occurs when two or more separate area codes service the same geographic region. In this case area code 463 is an overlay of 317. This method allows for adding new phone numbers without having to change a lot of existing ones. What this means to consumers like you and me is that we have to dial the 317 or 463 number as part of the phone call.

IURC Approved OUCC Recommendations

The Indiana Utility Regulatory Commission (IURC) is the public utilities commission of the State of Indiana. It is composed of five commissioners appointed by the Governor. It regulates electric, natural gas, telecommunications, steam, water, and sewer utilities. IURC approved the use of a 463 area code overlay method in April 2015. The telecommunications industry and the Indiana Office of Utility Consumer Counselor (OUCC) both recommended the overlay approach in testimony before the commission. OUCC represents all Indiana consumers to ensure quality, reliable utility services at the most reasonable prices possible through dedicated advocacy, consumer education and creative problem solving. The OUCC is appointed by the Governor. The new 463 area code is being issues as of October 2016.
